  • This paper introduces briefly the general situations of highway planning, traffic capacity, survice level and ratings in equivalent P. C. D. of a medium or heavy goods vehicle for capacity purposes. For the above aspects, it suggests how to work with our highway construction for modernization that is hoped readers' advice.
