On "Overall Government" From the Perspective of Legality: The Last Resort to Handle the Disputes Among Governments

The disputes among Chinese governments emerge themselves gradually along with the deepening of reforms,which counteract the cooperation among govemments and have an impact on performance of the joint efforts,causing the irreversible internal trouble and the damage of national overall benefit,inconsistent with the demand of development of the times. The overall government based on the spirit of ruling by law is a good plan to settle conflicts, which focuses on molding the unity image of governments,integrating common objectives to improve the cooperation among govemments,encouraging the competition and cooperation of local governments to integrate strength,and optimizing the allocation of resources to serve the public effectively;Overall government is based on the vision of constitutionalism of fairness and justice,favorable to rebuild the confidence of the masses for government,to dissolve the disputes among governments in sprout state by integrating different strength, eventually to realize the aim to service the masses wholly and cooperatively,and becoming the hopeful way of integrating source and handling disputes among governments.
