Abstract
Based on the randomness of transportation congestion, the basic conception of the urban road unblocked reliability and corresponding assessment measure are proposed. Under a certain restraint conditions of investment, the road network optimization model with the road network unblocked reliability as the most optimized objective is established. Through the component importance analysis and genetic algorithm, the solution can be found and some optimization schemes are suggested for urban road network planning. The optimum schemes of road network obtained by the optimization model can promote the reasonable planning of urban road and relieve the traffic congestion.
