Application of Improved Model to Highway Network Planning Comprehensive Evaluation Based on DEA

In order to solving subjective problems in deciding influencing factors value of highway network comprehensive planning,this paper put forward a comprehensive evaluation model with C²R of DEA,and set up a comprehensive evaluation model.In order to avoid the evaluation result being prone to a certain or certain kind,this method band expert investigate method and step analysis method together,give confine for each factor.The improved C²R model has been used to evaluate highway network planning in Beijing by the year of 2020,the result show that the improved DEA evaluation method is move equity,objective,reasonable than others.
