Development Methodology and Strategy for the OA System of the Ministry

In this article the advantage and disadvantage of "the system development life cycle approach" and "proto-typing method approach" are analyzed and compared.Based on, this analysis, the developing strategy of general planning and stepwise developing is proposed.Finally the general frame and the main menu structure of the OA system in the first project period are reported. The running of the OA system is successful.
