Optimality of Generalized Interval Estimating of Derived Parameters Under Two Totals

This article introduced the concepts of the optimality of generalized interval estimating and hypothesis testing of derived parameters under two totals, and then presented and proved their relationship, finally deduced an important optimality of generalized interval estimating.
