On Capacity Index System Building of Village-level Cadres and the Empirical Research:An Example of South Area in Sichuan Province

Using analytic hierarchy process,this paper is about the capacity index system building of the village-level cadres,and analyses the ability situation of village cadre of south area in Sichuan Province, and points out the current capacity building of the village-level cadres can not be optimistic.Government needs to innovate the training model,establish the regional training centers,implement the village cadres' academic education and strengthen the efforts to train and improve the incentives of them.
