Questioning to All Cases of the Government Information Disclosure Applied to the Summary Procedure

It is questionable that all the cases of government information publicity apply to summary procedure in the new administrative procedure law. Due to the complexity of behavior of government information disclosure and this kind of administrative litigation cases,not all the cases of government information disclosure can fully comply with the summary procedure conditions,and they cannot be considered in the summary procedure by the system of sole judge proceedings. Most cases of government information disclosure should be heard by the collegial panel according to the general procedure to ensure fairness and justice.
