On Community Governance in Megacity Behemoths and Countermeasures Based on Governance Theories

Community governance is an important content of national governance systems and governance capacity modernization. Reviewing the development history of the urban grassroots governance in our country, great changes have taken place in the urban community governance mode, the Sub-district Office system has turned to the community system which has certain progressive significance but also exist some deficiencies. Since 1970s, the governments universally faced the management crisis that became the social background of the rise of governance, the main factor of that was extreme complexity of modern society always lead to government and market's failure. The development of governance is generally from nation-state to the global affairs, and then turns to the grassroots governance which also means local governance. In this process, some basic thought and important idea are reflected in the governance theory. Based on it, some important characteristics can be found at the urban community governance in our country. Combining with the practice of community governance, suggestions as to community governance have been provided.
