On the Supplement and Betterment Relationship Between the Construction of Ethics and Legislation

Abstract
Ethics, in a sense, is the important source of legislation, and in return legislation also constitutes the bottle-line of Ethics. Not only must the legislation lay a basis on Ethics, but also the implementation and observation of law must conform to Ethics. Emphases on the ethical quality of law-executors do not mean supplanting the law standard with the one of Ethics in the course of implementation, but mean the requirement of ethics. Many problems can be solved in terms of Ethics not the legal regulation. It is not only the objective demand of developing the market economy, but also the significant action of preventing ethics out of control, to reinforce the socialism Ethics. The social mores is the important source of legislation, and the realization of legislation is a part of the whole social Ethics. The construction of Ethics should be superior to that of legislation because the former is the basis of the latter. Legislation can not be carried out in a society with low-level mores. Legislation can improve the binding force as well as standard of Ethics.
