With the transformation of employment orientation in governments,enterprises, institutions and many organizations introduce the "catfish" talents into important positions. The article elaborates the natures of "catfish effect" and reveals the features of catfish talents. It analyzes and discusses human resource management mechanism construction based on the "catfish effect" from the aspect of training, selection,appointment,appraisal,evaluation, motivation,supervision and protection,and also studies the problems that organizations should pay attention to,providing reference and guidance for the organizations using "catfish effect" to the management practices.
