    • This paper makes a comprehensive analysis of the privatization in China,which is initiated by Reagan and Thatcher privatization reforms,from the support,opposition and neutral point of view at the theoretical level.Based on the pattern of transition with the "strong government and a weak society" and then in the collision of privatization, marketization,nationalization and non-profit,we learn that only by establishing a competitive market operation as the core,not we achieve a goal of the good governance of public utilities,Privatization is only a possible choice of the public reform in China,but it is not the only way.
