Evaluation and Comparative Analysis on the Local Ride-hailing Policy

Abstract
In view of the rationality of regulatory intensity about the local Ride-hailing Policy, this paper established a PMC-Index model and then realized the evaluation and comparative analysis towards Beijing and other six cities' policies to ride-hailing services based on their PMC-Index and visualized policy textual features through PMC surface charts. The study found that the regulatory intensity is proportional to traffic congestion index and population density, the higher the traffic congestion index and population density, the regulatory intensity of the policy is often stronger. The average PMC index reflects the average level of policy efforts. In this study, the average PMC index is 7.43 which reflects the strength of the overall regulatory power of the policy. Constraints between regulatory intensity and regulatory effects are constrained by traffic congestion index and population density. This research provides a powerful decision-making reference for the regulation and control of the ride-hailing market.
