Legislative Council of China Association

From the perspective of the concept and the characteristics of the modem Association,this article analyses the functions of the Association:the self-discipline,the self-government,as well as the functions in the service,anti-unfair competition, anti-monopoly,anti-dumpling and the function of improving the quality of goods and services through legislation,realizing the combination of the enterprise self-discipline with the government regulation.The conclusion is that in order to cope with fierce international competition and anti-dumping,achieve the transformation of government functions and promote the scientific and efficient industrial legislation,it is necessary for our country to strengthen the Association Council and choose Japan as the model of the legislative structure. The establishment,the nature,the functions,the organizations,the relations to the government and the enterprises of nonmember as well as the legal responsibilities.Should be included in the legislation.
