Current Situation and Consideration of Community NGOs' Developmental Status: A Perspective from the Social Capital Theory

The good governance depicts a good,cooperative position between the state and the society, that is,an effective governing.The position that single-center-model confronted difficulties made us seek new institutions.In the context of good governance,the social management system emphasizes the importance of diverse participation and cooperation.As the ties to maintain the vitality of the community, community NGOs become one of the main poles in governing.However,multiple poles with non-balancepower confronted difficulties: fuzzy boundaries of governmental authority,differentiation of society, scarcity of living space,a single governance body,confidence crisis existing,Community NGOs confront a lot of difficulties.Surmounting the rational economic paradigm,the social capital theory emphasizes the power about communication from a cultural angle.Networks,cooperation,mutual trust provide a new perspective for solving problems in community-governing.
