Public Welfare of Rail Services in China: the Extensibility Analysis Based on the Public Choice Theory

From the perspective of the personal preference and choice, railway bears the economic tasks and the responsibility to protect citizens' fundamental right to travel; it is also the public welfare foundation of travel. After the analysis and the positioning on the public welfare of rail services by the public choice theory,this paper argues that the degree of divisibility of object and scope is the public standard of judgment and location. Also,the property rights and the distribution mechanism should be focused on.
