  • Entrepreneur is the soul and the core of firms. The unsatisfied reform in Chinese state-owned firms can mainly owed to the scarcity of entrepreneurs who own entrepreneurial spirit and flair, and to the root of entrepreneur scarcity——unreasonable institution system. This essay will analyze the institutional root of entrepreneur scarcity and rebuild the state-owned firms' institution system to produce a large number of entrepreneurs.
