From the Perspective of Law, Discussing How to Handle the Idle Hand Plots with Government Intervention and Market-driven Approaches

This article mainly focuses on the discussion of handling idle land plots with the background of the nomocracy.Using the method of interpretation,the author figures out that measures taken by the government nowadays such as imposing the tax of land use or the expense of idle land etc.can not thoroughly solve the problem.Furthermore,these measures may against the principle of law.Based on the principle of the autonomy of private law and the market function of allocation of resources,this article suggests the following measures to solve the problem of idle land plots:postponed development,recombination development, transfer development or withdrawal of the allocated right of using the land without compensation.
