Research on the Position and Function of the Council of Public Universities in China

Some public universities in our country have carried out a lot of beneficial exploration in promoting and standardizing the council of universities. The progress to establish and perfect the system of the council for public universities in China can be divided into:the embryonic stage to raise funds as the main function, the exploration stage getting into school governance structure and the specification phase to establish the system. From the angle of theory and practice, the position and function of the council of public universities in our country are analyzed. From three aspects, the constitution description, the council position and the contents of the council, the relevant provisions of the council of some universities were compared. On the realization of the function of the council, some problems worth to discuss were raised in the system design and the practical level.
