Abstract
In the era of rural revitalization, the functions of local governments have undergone significant changes. Local governments have transformed from industry insiders to providers of public services, placing the provision of necessary public services for rural areas in an important position. Divide rural public services into two parts for analysis: productive public services and basic public services for individuals. The former focuses on production work in rural areas, provides support for rural industrial development, promotes rural industrial development, and increases farmer income; The latter provides basic public services to rural residents and enhances their sense of happiness in life and a sense of gain. Research suggests that local governments play different roles in providing two types of public services. In terms of productive public services, local governments play the role of planners of industries and regulators of distribution mechanisms, providing support and overall planning for the development of rural industries, and regulating profit distribution mechanisms; in terms of basic public services for individuals, local governments are first and foremost service providers; in situations where resources are relatively scarce, local governments also play the role of matchmakers and regulators of social resources. The construction of the public service system needs to be combined with the local social foundation in order to achieve the better results with half the efforts.
