Abstract
As an administrative model different from the traditional bureaucracy, democratic administration is an inevitable choice for the modernization and development of local government governance in contemporary China. It helps not only to enhance its publicity and legitimacy, but also to enrich its democratic political significance. However, in the process of promoting the modernization of local government governance, due to the relative lag of local government power distribution, performance evaluation, policy incentives and other institutional mechanisms, the depth of public participation in governance, the supply capacity of public goods and the level of cooperative governance all need to be further improved. From the perspective of democratic administration and the modernization of local government governance, attention should be fully paid to the role of normative values such as freedom, equality, fairness, justice, participation, cooperation, and responsibility, actively to reconcile the conflict between democracy and authority, and to adhere to the balance between fairness and efficiency. It is necessary to maintain an appropriate balance between centralization and decentralization.
