Quantifying the Coordination of Industrial Internet System: A Local Government Policy Text Computational Investigation

Abstract
The collaborative construction of the four systems of network, platform, data, and security plays an important role for the business model innovation and ecosystem development of industrial Internet. Grounded on the theory of institution logic and policies issued by 29 provincial governments, the limited researches have been conducted on the quantifying of policy coordination among the four systems and reveal that: (1) the cognition level of local governments to the industrial Internet is uneven, and the overall degree of coordination of the four systems in the eastern region is the highest. The data and platform coordination degree in the central region is statistically lower than that in the eastern and western region; (2) the construction focus of industrial Internet in different regions shows three characteristics: network and platform emphasized in the eastern region, security focused in the central and western region, and 5G enabled network co-construction in the northeast region. This paper not only provides guidance for local governments to improve their policies in efficiency evaluation of industrial internet in stages, but also enhances the industrial internet, platform and data in coordinative development in China.
