Policy Pilots in Central Local Relations——Methods and Conditions

Policy pilot is an important method for national decision-making. A mature policy consists of two parts: the basis of legitimacy and solutions to problems. The central government and local governments play different roles in policy formulation. A successful policy pilot depends on the effective cooperation between the central and local governments.
