    Policy Pilots in Central Local Relations——Methods and Conditions

    • Policy pilot is an important method for national decision-making. A mature policy consists of two parts: the basis of legitimacy and solutions to problems. The central government and local governments play different roles in policy formulation. A successful policy pilot depends on the effective cooperation between the central and local governments. Specifically, the central government controls the policy direction, local governments actively explore specific solutions to problems, and whether the central and local governments can do their best is the key to the success of the pilot. The central and local governments view policy practice from different perspectives, and the basic method of policy pilot is to "do your best" and "do your best". On the premise of ensuring the effective overall planning of the central government, maintaining a moderately loose central local relationship is an effective institutional condition for the pilot project.
