    On Differences about Public Sentiment Feedback of Public Policies Making in Major Public Health Emergencies——An Investigation about the Policy of "Delay of School Opening" Based on Social Media Data

    • The introduction of public policies often triggers the public to form corresponding sentiment feedback, which also affects the public′s attitude towards policies and the effect of policy implementation. Taking the "delay of school opening" policy as an example, the study used text analysis to explore the differences in the public′s emotional feedback on the " delay of school opening" policy in 34 provinces in China during the epidemic period, and analyzed the related influencing factors. It is believed that public policies under the background of major public health emergencies should not only focus on how to solve objective problems, but also have the social attributes of responding to the subjective needs of the public. The study found that public policy formulation in the context of major public health emergencies was the government′s response to the public based on the event crisis assessment and the general public needs. Relevant policies lead to differentiated public sentiment feedback in different regions: In the context of the severe epidemic situation, the majority of the public had an overall negative sentiment towards the " delay of school opening " policy, but there were regional differences in the degree of negative sentiment and positive feedback to the policy, which may be related to multiple factors such as the severity of the impact of the epidemic, economic development, and educational development in the region. Therefore, the formulation of public policies in the context of public health emergencies requires the government to target the needs of the public and take the pulse of the public′s feelings, so as to achieve scientific and refined policy formulation.
