Assessment on the Logistics Competitiveness of Provinces in Pilot Free Trade Zones

    • The development of logistics competitiveness plays a pivotal role in the construction of China pilot free trade zone. The assessment index system of the regional logistics competitiveness is constructed based on the competitive advantage theory. The logistics competition of relevant provinces from 2008 to 2017 is chosen as the research objects, and factor analysis approach is used to contrast, quantitatively portrait and compare the logistics capacity and development trend of different regions. Then, the data analysis result is discussed by taking the development situation of each pilot free trade zone into consideration. Results show that, (1) the logistics competition of relevant provinces can be assessed with such 4 indexes as logistic technology index, logistic supply, logistic needs index and logistic scale index, and logistics competitiveness is very different among different provinces and there is a distinct trend of differentiation on the whole; (2) geographic location is an important factor influencing logistic competitiveness differences between inland and coastal areas, and the construction and development of logistic system are important measures which inland areas can take to break the restrictions of geographic location, and promote allocation of resources and free flow of factors. (3) it can promote logistics competitiveness for the government to accelerate institutional innovation and function transformation in the background of the major strategy of pilot free trade zone, and in the meanwhile the demand for enhancement of logistics competitiveness can result in reversed transmission of the pressure to make the government deepen reform with a more proactive strategy of opening up.
