    Dual Embedment and System Activation: The Empirical Logic of the First Secretary in Promoting of Grassroots Consultative Democracy

    • During the important period of effective convergence between precision poverty alleviation and rural revitalization, the First Secretary of the Village will continue to serve as an important point of contact between the state and society, affecting the implementation of national policies and the effectiveness of grass-roots governance. The first secretary, who has been entrusted with the responsibility of strengthening the party building at the grass-roots level and enhancing the ability of grass-roots governance, is often faced with the practical dilemma of "hanging" in the local society and linking resources to the village one way but dissolving the village governance ability. What kind of first secretary practice mode can not only realize the effective integration of the construction forces inside and outside the village, but also promote the continuous operation of the village community's independent governance? The case shows how the First Secretary works in exerting intra-Party democracy, practicing the mass line embedded in grass-roots Party organizations and local society, gaining the support of Party members and the masses, and then driving social democracy with intra-Party democracy, turning resources outside the village into a training platform for villagers' consultation and democracy, successfully activating the village consultation democracy system, allowing village-level democracy to function. This case provides experience reference for the benign interaction of resources inside and outside the village and the improvement of village-level governance capacity.
