Adjustment of Governance Philosophy of Emergency Management in Universities——From the Perspective of Administrative Law Theory

Abstract
In the context of advancing the modernization of national governance, it is imperative to comprehensively improve the governance capabilities of universities, including emergency management capabilities. University emergency management has distinct characteristics different from daily education and teaching management, which determines its uniqueness in terms of concept, method and effect. Examining the current emergency management of colleges and universities, there exist governance dilemmas, like relatively backward concepts, insufficient legitimacy, and gradual decline in governance effects. The ideas of administrative law and governance theory are connected to form a new one of administrative law governance philosophy, so as to respond to the emergency management of colleges and universities in a standardized manner. Based on the administrative law governance philosophy, from the perspective of the governance concept, rational structure, and management measures, a comprehensive demonstration of the emergency management remodeling in universities is conducted.
