The Organizational Order of Market Economy and Its Post Epidemic Situation

Abstract
As a social activity, economic activity is essentially an organizational activity. Economics should observe and depict the world as the subjects of organizations, their purposes, orders and governance instead of the purposes and means of human individual behaviors. Collective rationality is more and more infiltrated into the logic system of economics, and it evolves towards the direction of security concern. The security concern can almost surpass the one of efficiency and fairness in economic. After the epidemic, the world will have serious shortage of public goods. When security becomes more important, the world becomes more risky due to its increasing uncertainty. Collective rationality can only be realized through the international consultation in the form of state cooperation, especially that of great powers. First of all, each country should improve its own economic system and mechanism with its own features, and govern itself well. At the same time, all the countries should negotiate and arrange the organizational orders and rules for the world economy, so that countries (different economic bodies) with different characteristics can communicate peacefully, coexist in common prosperity and cooperative responses to new global issues. More inclusive and balanced organizational mechanism of co-governance is in the interest of most countries.
