Carrying the Poor: A Phenomenon of Selective Policy Implementation in Targeted Poverty Alleviation Strategy

Poverty alleviation through industries is a key component in targeted poverty alleviation strategy, so local governments in poverty-stricken areas tried to promote industries in local regions. Poverty alleviation through industries emphasizes that the poor themselves participate in the poverty alleviation and economic development, which is a "blood-making" type of poverty alleviation by improving the ability of the poor, but this concept is facing practical difficulties. In the survey of G County in Southwest China, it is found that the phenomenon of "selective policy implementation" appeared in the process of poverty alleviation policy. That is, when local governments faced the task of poverty alleviation, they did not choose the way of improving the ability of the poor, but preferred to complete the task of poverty alleviation by trying to "carry" the poor people forward. Using qualitative research methods and taking the cattle industry policy formulation and practice process of G County as an example, this paper analyses the policy conditions, tasks, objectives and assessment criteria faced by the county and township governments in implementing the targeted poverty alleviation policy, and the actual pressure faced by the grass-roots society, and concludes in explaining the reasons why the county and township governments chose the strategy of "carrying you" and its consequences.
