摘要: 论述了创建全民学习、终生学习的学习型社会的重要性,指出这是当今世界许多国家共同的战略选择,是一个国家不断提升国际竞争力、增强综合国力的强大动力和可靠保证。我国要实现全面建设小康社会的战略目标,必须继续深化高等教育体制改革,大力加强国民基础教育体系,大力发展远程网络教育等,努力创建一个全民学习、终身学习的学习型社会。

Abstract: Building a learning society in which all the people learn or even pursue life-long education is a strategic choice that a lot of countries in the world have already made. It is a powerful drive and a reliable guarantee for a country to increase international competitive ability and comprehensive national power. To realize a strategic objective of building a comparatively well-off society in an all-round way, China must keep deepening the institutional reformation of higher educational institutions, strengthen national elementary education and vigorously develop distant network education, etc. and make efforts to set up an ideal learning society.
