Abstract: The era when modern people survive and live in is a "public era". The universal consciousness of public values guided by global fairness and justice and a new beautiful world, the world citizenship style formed by the understanding and practice of the cosmology and the human life theory, and the collective action with the core concern and orientation based on the public interests and common well-being of all mankind, are all proper interpretations of the characteristics of this era. The proposal of the community with human destiny is a rational awareness and response to "What happened to the world and what should we do in the 21st century?". In the conceptual sense, it is a new practice and the realization of the belief of public existence. What it promises is a new international economic and political order in which multiple subjects coexist in the new era of civilization transformation, a universal right of survival, development and communication that different nations and states should enjoy equally, and a fair demand for wealth possession and benefit distribution on a global scale…… Its meaning includes ecology and economy, politics, ideology and culture, and social community, etc. The proposal shows the excellence, advance and leading of China's wisdom and her plan to solve the survival risks and uncertainties in the post-globalization era.
