Abstract: The GOM-based measurement approach is introduced into the requirement analysis stage. The work in this stage is described and the method to conduct software measuring is discussed. Furthermore the way to design the metrics in helping the project manager to handle the job is explained, and the corresponding GOM goals and GOM plans are presented as well.
