    Improving the Management and Utilization of Water Resources for the Reservoir by Means of Non-structural Measures

    • 摘要: 随着经济的发展及社会的进步,城市水资源缺乏问题日益突出.本文运用漫坝风险分析理论,考虑影响漫坝的洪水、风浪、库容、泄水能力4个方面的不确定性,建立了日照水库大坝对抗洪水系列与风浪系列联合作用下的漫坝风险模型,计算水库在现行的防洪标准及调度方案下,大坝对洪水系列与风浪系列共同作用下的漫坝风险及安全可靠度,从而对日照水库漫坝安全做出评价.此外,为了充分利用日照水库上游流域的水资源(包括洪水资源),在保证日照水库大坝漫坝安全可靠度高达99.999%以上的基础上,结合下游河道的泄洪能力、淹没范围等情况,经过比较,提出一个新的水库调度方案,能够使水库在不增加任何工程投资的情况下,显著增加经济效益.

       

      Abstract: With the development of economy and the society, the deficit in water resources has increasingly arisen in many cities. In the paper, a risk model for the dam of Rizhao Reservoir was established by using the theory of overtopping risk analysis against simultaneous actions of flood series and wind wave series during flood period. Through considering thoroughly the uncertainties of flood, wind, reservoir storage volume and discharge capacity, then, the model was applied to Rizhao Reservoir to compute its pertinent overtopping risk and safety reliability under the original flood series and regulation scheme, and thereby a evaluation of overtopping safety of Rizhao Reservoir was made. Besides, in order to utilize efficiently the valuable water resources (including flood water resources) upstream of Rizhao Reservoir, a new regulation scheme with an overtopping safety reliability over 99.999 % was recommended by the author thorough comparisons according to the downstream discharge capacity and related area to be drowned. Thus, more remarkable economic will be obtained while any new investment is not needed to the Reservoir Administration.
