    三江平原水旱灾害分析及综合治理

    Drought and Waterlogging in the San-jiang Plain and Their Comprehensive Control

    • 摘要: 简要总结了三江平原地区洪、涝、旱等水旱灾害现状,从气象、地形、河流、土壤及现状治理措施及存在问题等方面全面分析了对水旱灾害的影响,提出了通过加强工程建设控制洪水,提高地表水利用率,“以稻治涝”降低地下水位,升渠结合实现地表水地下水联合利用,上拦下排、蓄泄兼顾等治理水旱灾害综合措施,以及上游山丘区、山前平原区和低甲原区分区治理的初步设想。

       

      Abstract: The authors firstly introduce the present situation of water disasters such as flood, water-logging and drought in the San-jiang Plain (Three-river Plain) and analyse their causes of formation from precipitation, landform, rivers, soil to engineering conditions, etc., then put forward elementary suggestions such as strengthening the construction of water conservancy project to control floodwater and enhance the utilization of surface water, plant paddy to decrease water-logging and depress groundwater level, effectively use surface and groundwater by wells, channels and ditches, and adopt the different methods to control different areas, such as plain area, hill area and so on.
