Abstract: Digital image coding technologies have been developing, and have led to the appearance of international standards for image coding, such as JPEG. Along with the development of asynchronous transfer mode (ATM) broadband network technology, new demands have been made on image coding methods. This paper presents a Layered image coding scheme, which is compatible with JPEG baseline codecs and is based on ATM networks and human visual properties.
