Abstract: In order to solving subjective problems in deciding influencing factors value of highway network comprehensive planning,this paper put forward a comprehensive evaluation model with C²R of DEA,and set up a comprehensive evaluation model.In order to avoid the evaluation result being prone to a certain or certain kind,this method band expert investigate method and step analysis method together,give confine for each factor.The improved C²R model has been used to evaluate highway network planning in Beijing by the year of 2020,the result show that the improved DEA evaluation method is move equity,objective,reasonable than others.
