Abstract: To resolve the disadvantages of the present programming and construction targets of the highway network to the sustainable development, the new value-oriented target system is proposed. Based on the framework of balance scored card, the index system and the model of the VBM system of highway network are set up. Therefore the value of the highway network can be measured and its value driving factors can be identified. The effectiveness of the index system is proved with the data of highway network of Henan Province. It provides the basis for the implementation of value based management of the highway network and for the achievement of the maximum of value.
