层次分析法在高等院校科技评价系统中的应用

    • 摘要: 为了对高校科研绩效作出系统的、综合的科学评价,根据层次分析法(AHP)的基本原理,探讨了解决非结构化的科技评价问题的理论方法;并结合北京工业大学的科研管理工作,建立了反映评价目标与评价原则的阶梯层次模型,并就专家填写判断矩阵、评估指标权重值的认定、科研基础数据的量纲一化以及综合评价统计模型的确定进行了论述.这种尝试将有益于高等院校的管理者对其科技活动的内容、成果和发展方向作出全面的了解.

       

      Abstract: For systematic and comprehensive assessment of the scientific research in the university, the authors explore the theory and method of resolving non - structural assessment according to the fundamental principle of AHP (analytic hierarchy process), and establish the hierarchy process model to reflect the goal and principle of assessment combining with the scientific research management of Beijing Polytechnic University. The authors also state the following aspects: matrix adjustment by expert, power determination of assessment indicators, no dimension of fundamental data for scientific research and determination of the statistic model for integrated assessment. This attempt will help the managers of the university to ail-roundly comprehend the content, production and direction of the scientific activities.
