Abstract: Based on the occurrence probability of the system blocking, the basic notions for the rush-hour city traffic network component and the system unblockability are introduced. Also the corresponding assessment method is presented. Meanwhile the optimization strategy for the road network construction has been suggested through the assessment of the importance of the component unblockability.
