Abstract: The essence of sustainable development is that the evolution mode of the accrete system of man and nature depends on man' s behaviour in the past and at present. The techno-economical system is also the accrete system in continuous evolution. Economic development is not only the expansion of amount and scale, but the more important is the variation of self-creativity inside the system itself. If a country plans to go on the way of sustainable development, it must rely on technical innovation and institutional innovation.
