Abstract: Jiang Zemin attaches great importance to solving the problems of vulnerable groups, and proposed some basic ideas,for example,employment is the base of people's livelihood, poverty alleviation is a piece of historical task throughout the whole process of the primary stage of socialism,the work for the disabled persons is a noble one;people's first,the fruits of development shared by all the people and achieving developing,safeguarding the fundamental interests of the masses are regarded as a solution to the guidelines for disadvantaged groups.Solving the problem of vulnerable groups has important practical significance,and the purpose is to improve the livelihood of vulnerable groups,to achieve the goal of a comprehensive well-off society,to build a socialist harmonious society and promote the overall development.
