    Urban Traffic Congestion of Beijing in Sociology

    • 摘要: 从社会学的角度看,城市交通拥堵问题是社会问题,更是民生问题,指出问题的解决应实现从"以车为本"向"以人为本"的转变,核心是公平分配路权和公共服务资源均等化。在这样的认识基础上,文中提出诸如公共交通路权优先,经济杠杆限制小汽车使用,发展多层次的公共交通系统,完善慢行交通系统,倡导绿色出行、友好驾驶,实现公共资源均等化等政策建议。

       

      Abstract: In view of sociology,traffic congestion is primarily a social problem,and is also a livelihood issue.To solve such an issue,we should take the change from "car-based" to "people-oriented'',with the core of fair allocation of rights of way and equalization of public service resources.Based on the understanding above,this paper put forward some policy recommendations,such as:the priority right of way of the public transport;limiting car usage by economic levers;development of multi-level public transport system;perfection of slow traffic system;promoting green travel,friendly driving;achieving equalization of public resources and so on.
