公共财政框架下的北京市国有资产管理体制改革

On the Reform of Beijing State-owned Assets Management System Under the Framework of Public Finance

摘要: 针对北京市国有资产管理体制现状,对在公共财政框架下原有管理体制的不适应性及其存在问题进行了分析,并按照公共财政框架下国有资产投资管理、经营管理和收益管理理论,如何对北京市国有资产进行分类管理,明确国家资产授权主体,建立资本经营责任制,制定相关法律、法规以及营造有利于北京市国有资产管理体制改革的良好环境等方面提出了政策性建议。

Abstract: Based on the present situation of Beijing state-owned assets management system, this paper analyzes the inadaptability of the old management system under the framework of public finance and other existing problems, proposes the thories of investment management, business administration and income management of state-owned assets under this framework, and finally make a lot of suggestions about the policies for the system reformation of Beijing state-owned assets.
