Abstract: Consultative Democracy is a kind of important form of democracy to expand citizen's orderly political participation.It mainly manifests that the consultative democracy is helpful to promote the formation of the culture of participating politics and helpful to tide over the interest conflict in the political process,beneficial to form the public decision through science and democracy and to consummate political system's structure and political function.
