Abstract: Mass unexpected incidents have brought the party's and government's great attention and all sectors of society's extensive attention,which will adversely affect political and social stability,economic development and even a harmonious society building.Its deep-seated reason is the predicament of mass interests appeals,institutional barriers,the public's and the government's problems.In order to resolve the predicament of mass interests appeals,more efforts must be made on the system,the government and the people and so on.The people need more good communication with the government,so as to detect and solve the problem as early as possible,then prevent and curb the occurrence of mass unexpected incidents from the source.
