Abstract: The essence of social governance community construction is to establish an ideal relationship model among different social governance subjects and stakeholders. The construction of contemporary Chinese social governance community requires a correct understanding of the relationship between the party and the people, which is in the core position of dominating other types of relations in the construction of multiple cross relations among the party, the government, social enterprises and the people. As an image summary of the relationship between the Communist Party of China and the people, the party and the people are concentric, which constitutes the core value of the construction of the contemporary Chinese social governance community and has a decisive influence on behaviors of different social governance subjects. In terms of the relationship between the party and the government, the governance structure of the party leading the government and the construction of a service-oriented government provide a strong institutional support for the value transmission of the party, the people and the integration of the party and the government. In terms of the relationship among government and social enterprises, the government, through the allocation of service rights and the optimization and integration of social organizations and enterprises, makes the concentric unity of the party and the people become the regression force for the integration of qualitative changes in the intersection and collision of various system logics. The guidance of the party construction provides an effective system guarantee for the value transmission and integration of the party and the people, and for the formation of the "one core and multiple social governance community model". Therefore, the concentric unity of the party and the people injects rich value connotation for the construction of social governance system with Chinese characteristics, and helps to reveal the important performance characteristics of Chinese modernization in social governance.
