    全球人工智能创新链竞争态势与中国对策

    Competitive Situation of Global AI innovation Chain and China's Countermeasures

    • 摘要: 积极参与全球人工智能创新链竞争、夺取创新链优势地位对于中国加快建设创新型国家和世界科技强国具有重要意义。基于已有创新链理论研究,结合人工智能的技术经济特性与产业特点,提出人工智能创新链模型,梳理知识、技术、产品、服务四大创新环节,以及多元、协同、循环、发展四大特性。运用模型结构进行分析,认为当前全球人工智能创新链基本形成了中美两国主导、东亚北美西欧协同引领的格局。对比其他领先国家,中国当前仍存在诸多不足,包括知识创新缺失理论话语权、技术创新缺乏原创颠覆性、创新支撑链建设不足、产业链供应链创新链失衡等。中国应推进基础理论和关键共性技术协同创新,推动相关产业与人工智能产业链创新链融通发展,提高技术治理能力,吸引高端人才参与,拓展国际合作,不断增强人工智能创新链竞争力。

       

      Abstract: Participating in the global AI innovation chain competition actively and seizing the dominant position of the innovation chain are of great significance for China to accelerate its construction into an innovative country and a world science and technology power. Based on the existing theoretical research of innovation chain, combined with the technical and economic characteristics and industrial characteristics of AI, an AI innovation chain model is proposed, and the four major innovation links of knowledge, technology, products and services, and the four characteristics of diversity, collaboration, circulation and development are sorted out. Using the model structure, the analysis shows that the current global AI innovation chain has basically formed a pattern dominated by China and US, and led by East Asia, North America and Western Europe. Compared with other leading countries, China still has many deficiencies, including the lack of theoretical discourse power in knowledge innovation, the lack of original subversion in technological innovation, the lack of the innovation support chain construction, and the imbalance in the industrial chain, supply chain and innovation chain. To enhance the competitiveness of AI innovation chain continuously, China should promote the collaborative innovation of basic theories and key common technologies, promote the integrated development of industrial chains and innovation chains of AI with other related industries, improve technological governance capabilities, attract high-end talents to participate, and expand international cooperation.
