    碳中和目标下中国小水电价值评估与发展战略转型

    Evaluation and Strategic Transformation of China's Small Hydropower under the Goal of Carbon Neutrality

    • 摘要: 从经济性、社会性、减排效应等多方面对小水电进行价值评估,小水电在不同时期的发展贡献侧重点不同,小水电发展虽存在较多争议,但仍有较大的发展空间,且愈来愈受到国际社会各国政府的重视与支持,应理性认知、科学对待、正确引导。在碳中和目标下,小水电通过自身的开发及与风电、光电等一体化的发展,既可以直接或间接地增加可再生能源的供给,减排降碳,同时也有利于提高能源电力系统的稳定性,加快构建以新能源为主体的新型电力系统。提出中国应从五个方面推动构建小水电发展的新格局:(1)正名纠偏,鼓励发展小水电,在小水电发展基础条件好的地区率先建成碳中和示范区;(2)破除体制机制障碍,以小水电高质量发展推动我国新型电力系统的建设;(3)完善市场机制,降低融资难度,促进小水电健康、良性发展;(4)加快科技创新、科技突破、科技集成,更好地支撑小水电直接或间接的能替及减排等作用发挥;(5)积极探索碳中和愿景下小水电贡献路径的中国方案,推进全球气候治理。

       

      Abstract: From the perspective of the evolution of the policy framework for the development of small hydropower, the emphasis of the contribution of small hydropower varies in different periods. From the economic, social, emission reduction effect and other aspects of the evaluation of small hydropower, it can be seen that although there are many controversies in the development of small hydropower, there is still a large space for its development, and more and more attention and support has been paid by governments of the international community. Small hydropower should be rationally recognized, treated scientifically and guided correctly. Under the goal of carbon neutrality, it can directly or indirectly increase the supply of renewable energy, reduce carbon emissions through its own development and integration with wind power and optoelectronics, and it is also conducive to improving the stability of energy and power system and accelerate the construction of a new energy-based power system. Based on this, it is suggested that China should promote the construction of a new pattern of small hydropower from five aspects: (1) Change the wrong impression and correct the deviation, encourage the development of small hydropower, and take the lead in building carbon neutral demonstration areas in areas with good basic conditions for the development of small hydropower; (2) Break down the institutional barriers and promote the construction of China's new power system with the high-quality development of small hydropower; (3) Improve the market mechanism, reduce the difficulty of financing, and promote the healthy and sound development of small hydropower; (4) Accelerate technological innovation, breakthrough and integration, support and play the role of direct or indirect energy transition and emission reduction of small hydropower better; (5) Actively explore the contribution path of small hydropower in China under the vision of carbon neutrality, and promote global climate governance.
