    Problems and Solutions: Considerations on Comprehensive Education Reform Under the Transformation of Major Social Contradictions

    • 摘要: 中国共产党十九大报告指出,中国社会主要矛盾已经转化为人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾,这对教育改革与发展提出了新的命题。随着义务教育普及化和高等教育大众化的实现,享受公平、优质的教育逐渐取代“有学上”,成为新的教育需求。研究聚焦教育机会供给、教育的公平供给、优质教育的供给以及教育治理体系中存在的主要问题,提出针对性的政策建议,以提高教育供给结构的适应性和灵活性,更好地应对多样化、个性化的需求结构变化。

       

      Abstract: As the 19th CPC national congress report pointed out that the major social contradictions of China have been transformed into the contradictions between the ever-growing needs for a better life and the unbalanced and inadequate development, a new proposition has been raised to the education reform and development. With the universalization of compulsory education and the popularization of higher education, the fair and quality education become new education demands of the society instead of the educational opportunity. The study focuses on the problems in the process of education opportunity, fair and quality education supply, as well as education governance systems. Besides, it also concludes policy recommendations to improve the adaptability and flexibility of the educational supply structure, and to better cope with the diversification and individuation of education demand structure.
