Abstract: It is a great challenge for the Chinese society to think that the fragile aging population is a prominent problem in the aging process of China's population. Based on the literature research, this paper discusses the definition and the classification of the old:the empty-nest elderly, the poor and disabled old and the old people with no children and puts forward the ideas and countermeasures, namely to deal with the empty nest elderly with the elderly friendly action; to solve the problem of the elderly poverty by combining the rescue and protection of the old-age support; to cope with the elderly disability with the help of the social and family support; to deal with the old with no children by means of the cost compensation and fertility reserve.
